The Decline of the West - Volume 1 published in 1917, Volume 2 in 1922 - has exercised and challenged opinion ever since. It was a huge undertaking by Oswald Spengler (1880-1936), formerly an unpublished historian and philosopher who set out to radically reconsider history - the rise and fall of world civilisations and their cultures. His primary view was to reject the established Eurocentric paradigm (ancient/classical, Medieval - and, following the Renaissance - modern) and to take a totally new perspective.

One now knows why Germanic cosmic "philosophising" has historically been despised by British common sense. A supreme exercise in navel gazing and an exercise of endurance to get to the end.
Beautifully read but the text did not deserve such a fine reader.

Despite considerable concerns throughout England, the transition of the House of Tudor to the House of Stewart, from Elizabeth to James I (reigned 1603-1625) proved untroubled, not least because the queen left the country in ‘flourishing circumstances'. The new monarch moved to London and, despite being James VI of Scotland, made it his home for the next two decades. Unsurprisingly, his early distribution of honours benefitted more Scots figures than English, and coloured the nature of his English court, though he prudently left most of the main offices in the hands of Elizabeth's ministers.

Talk about Catholic bigotry is a bit rich coming from a "liberal" writer who hardly mentions the penal laws. What does stand out is the long legal history of taxation as a gift to the Crown by the common people out of their pockets based on common consent. Not one lawyer or judge in a hundred would realise the importance of that concept in construing legislation today.

In Volume 4, Hume closes his account of ‘England Under the House of Tudor' begun in Volume 3, and devotes it entirely to the reign of Queen Elizabeth I. It was not really expected that she would survive to accede to the monarchy; and it was certainly unexpected that she would rule for so long (1558-1603) while steadfastly declining to take a husband. All in all, her reign was a remarkable achievement. Elizabeth had so much to contend with over the years. From the start, she had to oversee the reinstatement of the Protestant religion after the tumultuous reign of her sister, Mary.

It was very amusing to hear about Catholic bigotry from a man who obviously had his own Whiggish prejudices.
He does not like Mary but omits mention of Elizabeth's religious executions - though she executed enough people including Essex, her erstwhile favourite.

The editor keeps inserting his own comments into the text without identification so you don’t know what is his and what is the author’s material. Why not say “footnote” and “end footnote”?

Amazing that anyone considers this is great literature. It is a study in social trivialities by a fly on the wall. It was an endurance test to get to the end of the third volume. A wondrous waste of time.

It is infuriating to have to keep listening to the repeated avoidance of proper English. The translation is awfully politically correct. Just as you settle in, you are annoyed by things such as "their" used as the singular for the unmentionable "his"; "man" a taboo word to be replaced by "person" always. etc etc. "What is Man that Thou art mindful of him" loses all its vigour and directness. The language of the Bible becomes the language of third rate public service clerks. David Suchet's wonderful reading voice should have been spent on the King James Bible.

This is a really fun book with lots of tax history. I would have liked to see a bit more on the Physiocrats and Adam Smith which would explain how Henry George drove theory to its logical conclusion. You can only grab a revenue from the earnings of land, labour or capital - and only one of them can’t run away, stop breeding or working or rust out or wear out. Go figure.
As to VAT they might have mentioned it is not a consumption tax. Children are to labour what reinvestment in plant and equipment is to capital. VAT/GST taxes expenditure on raising children as consumption not as labour force replenishment. Adam Smith would have seen through this and not been surprised by the collapse in European birth rates since the 60s.
