keeping a community ignorant, and under control of a small select group's actual purpose and goal.

The parallel of the actions of the internal government to keep the different divisions of workers separated. Different colored colors of uniformers, to aid separation. The impediments in communication by making wires something that they must purchase out of their own wages. That cut down their "allowance" for more pleasurable purchases. Communication costs were a for-go-able expense.
