 December 1970: A young woman is murdered in a motel on the outskirts of St. Louis. In an attempt to cover his tracks, her murderer sets her room on fire and the unsolved case becomes known as Twenty-One. Coincidentally, Clara Carson was loaned to the St. Louis police in one of her first criminal profiling assignments, but the case remained unsolved, languishing in the police department cold case files. December 1994: The death of a Berkeley professor during rush hour in San Francisco is ruled an apparent suicide. After their last case, Jack and Clara recovering from their injuries at Eva's luxurious house in Pacific Heights. When they learn of the death, Eva insists it could not have been suicide and Jack and Clara agree to investigate. The more they learn, the less they seem to know, but the professor's death is inexplicably linked to the St. Louis cold case. It also looks like the killer, after lying dormant nearly twenty-five years, is not finished. Concerns are raised for Clara's safety as Jack and Clara race the clock to solve the mystery and locate the killer, but not before he strikes a third time.
