The vast majority of these accounts depict the soldiers as acting in defiance of their superiors. Crocker, however, analyzes official accounts as well as private letters that reveal widespread support among officers for the détentes.

In 1798, an initial review of France’s naval forces had led Napoleon to conclude his navy could not hope to outfight the power of the Royal Navy, which had been the dominant naval power for centuries, so he was forced to look elsewhere. When the Italian dictator Mussolini saw that Hitler was conquering Europe, he decided that he too would have a share of the plunder.
