Near the end of World War II, in an attempt to attack the United States mainland, Japan launched its fu-go campaign, deploying thousands of high-altitude hydrogen balloons armed with incendiary and high-explosive bombs designed to follow the westerly winds of the upper atmosphere and drift to the west coast of North America. After reaching the mainland, these fu-go, the Japanese hoped, would terrorize American citizens and ignite devastating forest fires across the western states, ultimately causing the United States to divert wartime resources to deal with the domestic crisis.

On September 25, 1877, on a rain-soaked, muddy field in Kagoshima, Japan, a small group of proud samurai warrior rebels prepared for one last stand. Of the numerous disasters, both natural and man-made, to strike Japan during the 20th century, the Great Kantō Earthquake was among the worst, and the most significant. The popular view that bombing worked in this case has now to be set in a broader context of what was happening in Japan in the months before surrender. The easy equation ‘bombing equals surrender’ is no longer viable.

Before the Second World War, military conflicts were fought under orthodox conditions, usually termed “conventional warfare”, but several innovations had significantly changed combat, leading inextricably to the race for a nuclear weapon in the 1930s and 1940s. Conflicts had been fought by armies on horseback with guns of varying sophistication since the 16th century, but mechanized warfare and machine guns changed this calculus and set the stage for future combat by the end of World War I.

Truman evidently understood the terrifying power of atomic weaponry, but no one could have realised its full potential when he ordered the bombings of Hiroshima and Nagasaki in August 1945.
