Before the cyber age, foreign interference in Western democratic politics played out in a comparatively narrow arena. The explosive expansion of cyberspace has radically altered this situation. The hacking activities of Russian military agents in the 2016 US presidential election and other major incidents demonstrate the magnitude of the contemporary problem. This is a struggle that the West is losing. Lucas Kello delves into recent history to reveal the failures of present policy in preventing and punishing cyberattacks and other forms of technological aggression.

In 1954, the US Air Force launched an ambitious program known as WS-117L to develop the world's first reconnaissance satellite. The goal was to take photographic images from space and relay them back to Earth via radio. Because of technical issues and bureaucratic resistance, however, WS-117L was seriously behind schedule by the time Sputnik orbited Earth in 1957 and was eventually cancelled. The Art of War is an ancient Chinese military treatise dating from the fifth century BCE). In August 1944, the most successful POW escape of the Second World War took place—106 Allied prisoners were freed from a camp in Maribor, in present-day Slovenia. The escape was organized not by officers, but by two ordinary soldiers: Australian Ralph Churches (a bank clerk before the war) and Londoner Les Laws (a jazz pianist by profession), with the help of intelligence officer Franklin Lindsay. The American was on a mission to work with the partisans who moved like ghosts through the Alps, ambushing and evading Nazi forces.

From 1941 to 1944, Bignor Manor, a farmhouse in Sussex, provided board and lodging for men and women of the French Resistance before they were flown by moonlight into occupied France. The world watched with fear in November 1979, when Iranian students infiltrated and occupied the American embassy in Tehran. The Americans were caught entirely by surprise, and what began as a swift and seemingly short-lived takeover evolved into a crisis that would see 54 embassy personnel held hostage, most for 444 days. As Tehran exploded in a fury of revolution, six American diplomats secretly escaped.

As the horror of Nazism tightened its grip on Germany, Jews found themselves trapped and desperate. For many, their only hope of salvation came in the form of a small, bespectacled British man: Frank Foley. Working as a Berlin Passport Control Officer, Foley helped thousands of Jews to flee the country with visas and false passports, personally entering the camps to get Jews out, and sheltering those on the run from the Gestapo in his own apartment. The protection of cyberspace has become a vital national interest because of its importance both to the economy and to military power. It might therefore seem obvious that maneuvering in cyberspace is like maneuvering in other media, but nothing would be more misleading. Cyberspace has its own laws.

The history of espionage is far older than any of today's intelligence agencies, yet the long history of intelligence operations has been largely forgotten. The codebreakers at Bletchley Park, the most successful World War II intelligence agency, were completely unaware that their predecessors in earlier moments of national crisis had broken the codes of Napoleon during the Napoleonic wars and those of Spain before the Spanish Armada.
