While two kids are fishing in a narrow ravine, a strange boy in wet clothes warns them of danger. They ignore him, but he persists. Suddenly a flash flood sweeps the boy away and the other two kids barely escape. They run for help only to learn that the boy who warned them had died two years earlier in a flash flood.

Twelve-year-old Jeff and genetically engineered spy dog Chipper are on the run from the mysterious and sinister organization known only as The Institute, with help from Harry, the summer guest at Jeff's aunt's fishing cabins.
