In 1950, Fairfax County, Virginia, was 90 percent white, 10 percent African American, with a little more than 100 families who were "other". Currently the African American percentage of the population is about the same, but the Anglo white population is less than 50 percent, and there are families of Asian, African, Middle Eastern, and Latin American origin living all over the county. Who controls American immigration policy? The biggest immigration controversies of the last decade have all involved policies produced by the President - policies such as President Obama protecting Dreamers from deportation and President Trump banning immigrants from several majority-Muslim nations. While critics of these policies have been separated by a vast ideological chasm, their broadsides have embodied the same widely shared belief: that Congress, not the President, ought to dictate who may come to the United States and who will be forced to leave. This belief is a myth.

In 1889, while upholding Chinese exclusion, Supreme Court Justice Stephen J. Field characterized them as “strangers in the land.” Only in 1965 did America’s gates swing open to people like Luo’s parents, immigrants from Taiwan.
