A small town police department sergeant is awakened when the chief goes missing. As his investigation progresses, it becomes apparent that the chief was murdered. Not only that, but the chief had been abusing his authority and hurting the town's people in ways he and his fellow officers could never have imagined. It's up to the sergeant to keep the department together, solve the murder, help the town heal, and move on.

The other three cities of Pasco, Kennewick and Richland have large police departments that more or less dwarf West Richland.
