Horst Teltschik erinnert daran, welche ungeahnten Chancen sich 1989/90 ergaben, eine dauerhafte Friedensordnung zu schaffen, und erklärt, warum nichts daraus wurde. Dabei zeigt sich, dass die NATO mehr Grund zur Selbstkritik hätte, und die russischen Handlungen nicht nur, aber auch Reaktionen auf das Verhalten des Westens sind.
Man sollte Russlands Aggression der letzten Jahre weder gutheißen noch verteidigen, doch die gegenwärtige Konfrontationspolitik der NATO müsste dringend durch Kompromissbereitschaft und Verhandlungsangebote ergänzt werden, wenn wir nicht Gefahr laufen wollen, vom Kalten Frieden in einen heißen Konflikt zu schlittern. An diese Lehre des Kalten Krieges und seiner Überwindung zu erinnern, ist das große Verdienst des neuen Buches von Horst Teltschik.
